subdue/capture dont work on own rampage people or ramble mode and i also suggest you make it work on bar fights, so security can gain xp on this also but again then doctors will have lesser to do.

Ill look into this.
Partially fixed this, keeping it up because its not an ideal fix and security still ignore people bar fighting.
